Introduction :
National Service Scheme (NSS) has been introduced at this university since 1987 as a part of the academic programmes and since then NSS has been functioning as a regular feature in the realm of our university education. The overall objective of the scheme is educational and service to the community is the activity through which the objective is sought to be achieved. It is a student–centred programme in which projects are implemened by the NSS volunteers in the community in close collaboration with the clientele community and thereby it provides vast scope for the students’ interaction with the people. While interacting with the community the students learn many things which they cannot learn from theory classes. Thus the scheme is aimed at developing the human soul in such a way as the student is mentally shaped to fit into the society to which he also belongs and will continue to live in.
Organisation :
NSS programmes are implemented at the colleges affiliated to the university and Post-Graduate departments of the university. To supervise and coordinate the functioning of the scheme, there is a part-time Coordinator who is provided with part-time support as and when available as there is no provision for creation of separate establishment for NSS out of NSS funds. Since NSS is an educational programme in all respects, the provision of appointment of a senior faculty as the Coordinator is mandatory as per the Government norms. At the university, there is an establishment named ‘NSS Cell’ under the leadership of the Coordinator that takes care of the day to day functioning of the scheme. All records, books of accounts etc. are maintained by the Cell. Beside these book-keeping functions, planning, programming, monitoring, supervision and evaluation of activities are undertaken on a regular basis by the Cell as per NSS Manual and Guidelines issued by the Government of India and the State Government from time to time. The overall planning and supervision are being done by the University Level Advisory Committee chaired by the Vice-Chancellor. The Committee includes academics, administrators, government officials and some Principals from the colleges.
Field activities are actually undertaken at the college and postgraduate level. Each unit consisting of 100 student volunteers is placed under a Programme Officer appointed by the college and trained by the NSS Training Centre. The Programme Officer is a whole-time teacher and acts as a planner, administrator, motivator, superviser and above all, as a philosopher at the base level. All activities at the colleges are supervised by the College Level Advisory Committee headed by the Principal. Annual Meets of the Programme Officers, Principals are organised each year regularly to devise plans and programmes for the year and such meetings are attended by the representatives of the NSS Regional Centre and the Coordinator, Training and Orientation, other than the Vice-chancellor and Programme Coordinator.
Activities :
Both Normal and Special Camping activities are undertaken regularly as per NSS Calender prepared by the Government of India subject to modifications proposed by the Regional Centre from time to time. Special Camping programmes are theme-oriented and are organised generally on various developmental issues of national importance. In the past, the themes of the Special Camping Programmes have been ‘Youth Against Famine’, ‘Youth for Rural Reconstruction’, ‘Youth for Mass Literacy’, ‘Youth for National Integration and Social Harmony’, ‘Youth for Sustainable Development’ and the like. The current theme of Special Camping is ‘Youth for A Healthy Society’. Every year fifty percent of the volunteers of each NSS unit are expected to participate in special camps which is of ten days duration.
Beside these programmes held at the college or university level, some leading volunteers are being selected and sent each year to take part in programmes organised at the national level. Republic Day Parade, National Integration Camp, National Youth Festival etc. are such programmes in which our volunteers take part regularly. Out units have a glorious record in rising to the occasions in times of natural calamities or disasters.
